Chat Manager for fairies under 13

Thought some of you might be able to use this info...
"Fairies under 13 will have to ask a grown-up to change their chat settings, by visiting the following page and selecting the community settings tab."

For some reason even though I've gone through all that info it still won't give me permission.  I called Disney and they checked it all out and have no idea why I can't make the changes.  It's been so frustrating!  Does anyone else have this trouble or are you able to make the changes to your kids accounts?
