I was just doing the scavenger hunt and got a pop up that a hunt for Host Dragon just started.  Good Luck!

There have already been about 6 rounds.  I just missed him at the Opera House and on the main map.

I thought there might be one when I saw Host Dragon getting credits in the Mercantile, but I was out to dinner at this time so of course they had one then.  LOL!
